Mumbai Grahak Panchayat launches portal to track non-RERA registered projects

Presently various homebuyers are stuck as they have paid the booking amount towards the purchase of apartment/plot but thereafter the developer/promoter is not executing the builder buyer agreement and many of them have not even registered themselves with RERA. For example when a person has paid 15% of the booking amount and yet to execute builder buyer agreement and developer knowingly delays such execution of agreement, due to which the hard earned money of the homebuyer is stuck. The homebuyer is left with no remedy than to wait till such execution of agreement.

Now for this problem the Maharashtra consumer body i.e. Mumbai Grahak Panchayat (MGP) has come with a solution wherein it has launched a portal that will enable buyers to upload information of ongoing residential projects which have still not been registered with the MahaRERA. Now this initiative taken by the consumer body is great sight of relief to the homebuyer, who are stranded due to errant behavior of the developer for non-execution of builder buyer agreement.

The MGP president Mr. Shirish Deshpande made a statement that “The objective behind the portal is to create awareness among buyers and to make the builders accountable for not registering the projects,”.

He further stated that the online survey will not only collect information about unregistered projects wherein the objective is to gather information about those developers who have collected more than 10 percent flat cost and not executed agreements with home buyers as required under Rera. This will penalize the developer for non-registration of projects and non-execution of agreements wherein the builders will have to pay penalties up to 10 percent and 5 percent of the project cost respectively.

That once the survey is complete, it would pursue with the MahaRERA to take action against such builders.

The portal is ‘survey.mumbaigrahakpanchayat.org’, which will be active till October 10 till 7 pm, will collect information and complaints from consumers about ongoing projects which are not registered with MahaRERA. In furtherance MGP has started an exclusive RERA Complaint Guidance Cell on every Tuesday between 6 pm and 8 pm at Sharada Sadan, Shop No.8, Hanuman Chowk, Navghar Road, Opp. Police Station, L.T. Road, Mulund (East), Mumbai 400 081.

Hence this step taken by the consumer body of Maharashtra will make the developer accountable for non-registration of projects and non-execution of Builder Buyer Agreement and this will give some relief for the aggrieved homebuyers.
